Akaash Maharaj Stands Down as CEO of Equine Canada
It is with sincere regret that Equine Canada reports that Akaash Maharaj has announced his decision to stand down from his post as our Chief Executive Officer. Akaash accepted the position of CEO in 2008, stating that he would remain in the role for one quadrennial cycle.
"The years have rushed by faster than I could ever have imagined," said Akaash. "It has been a time of many joys and friendships, and leaving is more difficult than I had expected. In a life blessed beyond my deserts, one of my greatest privileges has been the opportunity to serve my country and my sport by helping to build Equine Canada into a national institution worthy of its name. But I feel as strongly today as I did when I began, that for any institution to progress, it must periodically rejuvenate itself with new leadership, new perspectives, and new blood."
Before joining Equine Canada, Akaash rode for Canada in Equestrian Combat Sports, and was a triple gold medallist at the International Championships in the FEI regional discipline of Tent Pegging. He is the first national equestrian athlete to serve as the professional head of the federation.
As Akaash arrived as our CEO, Equine Canada achieved Canada's greatest Olympic medal results and our greatest Paralympic medal results of all time, and as his tenure continued, we achieved our largest number of FEI World Equestrian Games medals of all time. Equine Canada also secured our highest private revenue, our highest public revenue, and our largest membership of all time.
Simultaneously, the federation implemented a series of fundamental constitutional and organisational reforms, to strengthen our institution, to professionalise our services, and to increase direct accountability to our individual members. While carrying out these reforms, Akaash was invited by the International Equestrian Federation (FEI) to chair its worldwide Constitutional Task Force, and invited by the Canadian Olympic Committee to serve on its national Ethics and Governance Committee.
"Akaash rode into the world of high performance sport as a breath of fresh air, in what is often a turbulent and conflicted place," said Chris Rudge, former CEO of the Canadian Olympic Committee. "His calm demeanour, gentle comportment, unparalleled intellect, and mastery of the nuance of his sport quickly raised the profile of Equine Canada, and moved his federation to a position of leadership among Canadian national sport federations. He stood out as a leader among his peers, and his integrity and principle set him apart in a world that is all too often distorted by the intoxication of power. He will be missed by all sport in Canada, and his legacy will endure beyond the exceptional achievements of equestrian sport on the international stage during his tenure."

Join the National Dialogue on Recreational Trails
The National Trails Roundtable is calling on all Canadians who use motorized and non-motorized recreational trails, or who develop, build, maintain, fund or advocate for trails in their provinces, territories, regions or communities, to give their input by responding to the National Trails Survey.
This Survey has been prepared by the National Trails Roundtable following a meeting of trail enthusiasts from all parts of Canada in November 2010.
The objectives of this Survey are to determine the most important challenges and priorities of Canadians who care about trails, to see where there is general agreement and to identify areas for potential collaboration.

Canadian-bred Horses and Canadian Breeders to be Honoured by Equine Canada
Equine Canada announced the addition of two new national awards for 2011 - Canadian-bred Horse of the Year and Breeder of the Year. The Canadian-bred Horse of the Year award will be presented to the breeder or owner of a horse who has raised the profile of Canadian-bred horses with exceptional competition results.
To be eligible, the horse must be foaled in Canada and registered with any of Equine Canada's member breed associations. The award is also eligible to an outstanding sire whose offspring have accumulated national and international victories.
The Breeder of the Year award will recognize a Canadian breeder for their contribution to the quality of Canadian-bred horses. Nominees must be members of an Equine Canada breed association.
These new national awards are in addition to Equine Canada's annual awards which are

Equine Canada Extends Condolences on the Passing of Hickstead
November 6, 2011 - Equine Canada and the Canadian Equestrian Team extend our heartfelt condolences to Eric Lamaze and Torrey Pines Stables, the Fleischhacker family and Ashland Stables, and long-time groom, Delphine Roustan, on the sudden passing away of their stallion Hickstead.
An outpouring of emotion and tributes to Hickstead are occurring around the globe.
Canadian Nations' Cup Show Jumping Team Announced for Buenos Aires
Ottawa, Ontario - Jonathan Asselin, Angela Covert-Lawrence, Tiffany Foster and Emily George will form the Canadian Show Jumping Team for the Nations' Cup in Buenos Aires, ARG, from November 23 to 27, 2011.
The team will first compete at an event held at the Club Hipico San Jorge Village from November 17 to 19 before the Nations' Cup is held during the CSIO4*-W Buenos Aires at Haras El Capricho from November 23-27, 2011.
Canadian Olympian Asselin, 52, of Calgary, AB, will ride Makavoy, Attache Stables' eight-year-old Dutch Warmblood gelding.
For the second year in a row, Covert-Lawrence, 35, of St. Lazare, QC will ride Utan, a 10-year-old Dutch Warmblood gelding owned by the Eastwood Group. At last year's event, Covert-Lawrence and Utan were the only horse-rider combination to jump two clear rounds in the Nations' Cup.
Foster, 27, of Schomberg, ON, will ride Victor, a nine-year-old bay Dutch Warmblood gelding owned by Torrey Pines Stable and Artisan Farms. Foster recently made her Canadian Show Jumping Team debut at the Spruce Meadows "Masters" Tournament in September where Canada placed second.
Making her Canadian Show Jumping Team debut in Argentina is George, 26, of Calgary, AB, riding Julie and Rick George's Quidam's Ramiro, a 14-year-old Holsteiner gelding.
"I'm excited about our prospects in Buenos Aires this year," said Mark Laskin of Langley, BC, who will act as the Canadian Show Jumping Team chef d'equipe. "I feel that with Tiffany, Angela, Emily and Jonathan and the roll that they have all been on, we have a great chance to win the Nations' Cup, solidify our leading position in the North American League, and once again qualify for the FEI Promotional League Final in Barcelona."
This Argentinean show jumping tour is made possible through Sport Canada's 'Own the Podium' program, a national sport technical initiative designed to help Canada's summer and winter athletes achieve podium success at the Olympic and Paralympic Games.
A Nations' Cup is the only competition in show jumping where riders, in teams of four, compete as a country. The top three scores from each team are counted towards the final result of the two-round competition.
There are only two Nations' Cup events held annually in North America - the $75,000 FEI Nations' Cup at the Winter Equestrian Festival in Wellington, FL, and the $350,000 BMO Nations' Cup at the Spruce Meadows 'Masters' Tournament in September.

Ottawa, ON - Equine Canada is a non-profit organization, committed to represent, promote, and develop a unified and diverse Canadian Equine Community.
Each year the Equine Canada Nominations Committee has the responsibility of presenting a slate of candidates to the membership for the election of a Director-at-large. The Committee is composed of a Chair who is appointed by the Board of Directors, and one member from each of the four Equine Canada division councils.
The Nominations Committee is seeking candidates who possess passion and drive to work with other committed volunteer board members to build and enhance equine activities (sport, industry and recreation) in Canada on our Policy Governance Board. The Board of Directors meets twice a year face-to-face and monthly via conference calls.
Equine Canada wishes to recruit and develop directors who bring a range of needed professional skills, background, and diversity that is reflective of the community it serves. Knowledge in equine activities and strategic expertise in various aspects of non-profit governance is deemed an asset. Functioning on the Board requires logical, innovative, forward thinking individuals able to work well in a team.
Application Packages for the Director-at-Large election are available on Equine Canada’s website. Nominees, nominators and seconders must all be Equine Canada Individual Members in good standing.
Any Equine Canada Individual Member in good standing as per Equine Canada bylaws (18 years of age or over in the year of election) shall be eligible to cast one vote for the Director-at-Large. Election will start on Friday December 9, 2011 and will close on Thursday January 12, 2012. Results of the election will be announced at the 2012 Equine Canada General Meeting.

Angela Covert-Lawrence Wins Inaugural $60,000 Grand Prix of Rockwood
Rockwood, Ontario — Angela Covert-Lawrence of St-Lazare, QC, captured victory in the $60,000 Grand Prix of Rockwood, presented by the Hudson's Bay Company and Barry Cullen Chevrolet, on Saturday, October 1, at the inaugural Angelstone International Show Jumping Tournament held September 27 to October 2 at Angelstone Farms in Rockwood, ON.
From an impressive starting field of 36 horses, eight jumped clear over the first round track set by course designer Pierre Jolicoeur in the all-weather ring. Angela Covert-Lawrence was the only woman in the jump-off field which also included Yann Candele of Caledon, ON, with three horses, as well as nine-time Olympian Ian Millar of Perth, ON, Canadian Equestrian Team veteran Hugh Graham of Schomberg, ON, Elliott Stone of Midland, ON, and Colombia's Roberto Teran, who will represent his country at the upcoming Pan American Games.
As the final challenger in the jump-off, Covert-Lawrence knew exactly what she had to do to win. With Candele leading the standings with a time of 39.07 seconds, the pressure was on. Covert-Lawrence and Utan, a 10-year-old Dutch Warmblood gelding owned by The Eastwood Group, rose to the occasion. Cheered on by the crowd, the pair galloped around the shortened jump-off track, leaving all the rails in place before crossing the timers in 38.76 seconds to claim victory.
"Going in for the jump-off, I realized that Yann was holding down first and second, and Roberto was third. They were the only three that were clear," explained Covert-Lawrence, 35. "The four faulters were all super fast, so I figured I had to take a shot. If I had one down and wasn't fast, I would end up seventh or eighth."
Covert-Lawrence continued, "Utan was jumping super, and I knew that I could take a chance. After my roll back to number six, the plank, I knew I was fast. There were only two jumps left, and when I landed off the second-last jump, everyone started yelling at me to go. Utan jumps really well off a gallop; he stays off the jumps. The way the class went, it totally made sense to take a shot. It was fun!"
For her victory, Covert-Lawrence earned $18,000 in prize money. She and Utan were also named to the Canadian Show Jumping Team that will represent Canada in the Nations' Cup in Buenos Aires, Argentina, in November. They were members of the Canadian Team for the same event in 2010, posting the best performance of any competitor from any nation.
The Angelstone International Show Jumping Tournament was led by Show President Keean White and his organizing team, and although heavy rain was a factor at the inaugural event, it did not dampen the spirits of the competitors.
"They had really bad luck with the weather, but Keean and his team handled it better than anyone could have expected," noted Covert-Lawrence. "We ended up with a sunny day for the Grand Prix on Saturday, and they worked hard all day to make sure the ring was in the best possible condition. The organizers were so helpful, and Keean was very accessible. The show was extremely exhibitor-friendly, and Keean went above and beyond to ensure that everyone had a positive experience. The overall atmosphere was great."
Hunter riders also had an opportunity to step into the spotlight for the $10,000 Canadian Hunter Derby, Presented by Manning Equine, on Sunday, October 2. A total of 26 entries took to the Grand Hunter Field, presided over by judge Ken Smith, to tackle the challenging course set by Rob Carey. Darcy Hayes of Aurora, ON, emerged victorious riding Moonshadow, owned by KingRidge Stables of King City, ON. Jeff Brandmaier aboard Knightwood Stables' Rostom finished second while Carly Campbell-Cooper of Elora, ON, placed third riding Diplomat for owner Nicole Walker.
More than 7,200 people attended the inaugural Angelstone International Show Jumping Tournament with spectators able to get close to the action in the intimate setting around the grand prix ring. On Friday night, competitors enjoyed a complimentary dinner and a live performance by the Test Icicles while more than 2,500 came out after the Grand Prix on Saturday for an Indian feast and concert by The Almost Hip.

In 2012, Angelstone will host four show jumping tournaments at Angelstone Farms, including three consecutive weeks from August 22 through September 9 as well as September 26 to 30. Two of the four tournaments will be sanctioned by the International Equestrian Federation (FEI), providing a valuable opportunity for riders to earn points in the Rolex World Rankings. More than $500,000 in prize money will be offered in 2012, including $300,000 in the Open jumper division and $50,000 in the Hunter Derby Series.
2012 FEI EQUINE PROHIBITED SUBSTANCE LIST IN EFFECT FROM 1 JANUARY
The FEI, following approval by the FEI Bureau, has announced a small number of changes to its 2011 Equine Prohibited Substance List.
These changes, which will be included in the 2012 List and will come into effect on 1 January, are summarised here and below:
There are two additions to the Prohibited List: Magnesium Sulphate injections and any use of ACTH.
17-Alpha-Hydroxy Progesterone is also being named on the List given similar biological effects to substances already on the List.
Valerenic acid has been moved from the Banned Substance category to the Controlled Medications category on the List.
"We are constantly reviewing our Prohibited Lists in line with the latest scientific evidence," said Graeme Cooke, Director of the FEI Veterinary Department.
"National Federations are now familiarising themselves and their athletes with these changes well in advance of the 2012 Equine Prohibited Substances List coming into force on 1 January 2012.
"The FEI is also continuing to give everyone involved in horse sport the opportunity to stay up-to-date with the latest prohibited substances and controlled medications lists by making them available online and in easily downloadable formats for iPhones and other mobile devices."
The 2012 Equine Prohibited Substance List will be accessible prior to 1 January 2012 via the easily searchable FEI Equine Prohibited Substances Database, which is free to download for Smartphones.
Viva's Salieri W Named as "Omega Alpha Horse of the Month" for August
Ottawa, ON - Equine Canada has named Viva's Salieri W the "Omega Alpha Horse of the Month" for August.
Guided by Tom Dvorak, Viva's Salieri W, a ten-year-old Hanoverian stallion (sired by Viva Voltaire) owned by Augustin Walch and Christine Eppinger, has been nominated by Dressage Canada to the 2011 Pan American Games team.
During the selection trials, Dvorak, who won the team silver medal at the 2007 Games, and Viva's Salieri W earned 71.771% in the Prix St. Georges test and 70.351% in the Intermediaire I at Caledon Gold Dressage Show, held in Caledon, ON August 5–7.
Two weeks later, at the Cornerstone Summer Classic Gold Dressage Show in Palgrave, ON, Viva's Salieri W, once again topped the score board with 67.632% in Prix St. Georges and 70.375 % in the Intermediaire I for a final ranking score of 69.947% for the two trials.
"It is important for us to stress that our breeding operation cannot be successful without the riders and trainers that bring along our horses," said Augustin Walch, who owns and operates W. Charlot Farms along with his wife, Christine Eppinger. "While we try to do everything we can to ensure the young horses can develop properly during the first three years of their lives, our success really depends on the riders and trainers that purchase the horses from us.
"We are very fortunate that Tom and Elllen Dvorak took on Salieri as a four-year-old and brought him along so skilfully and carefully. Thanks to Tom and Ellen, Salieri has excelled at every level that he competed at so far."
Viva's Salieri W is currently attending training camp in Gardiner, New York, September 25 to October 11 in preparation for the dressage portion of the Pan American Games, which will be held from October 16 – 19, 2011 at the Guadalajara Country Club in Guadalajara, MEX.
The Omega Alpha Horse of the Month program was developed to recognize a performance of exceptional merit by a horse from the disciplines of dressage, eventing or show jumping. Monica Houweling Named Dressage Canada Red Scarf Equestrian Athlete of the Month for July
Ottawa, ON - Monica Houweling of Delta, BC has been named the Dressage Canada Red Scarf Equestrian Athlete of the Month for August.
During her third consecutive appearance at the FEI North American Junior & Young Rider Championships, held July 27–31, 2011, at the Kentucky Horse Park, in Lexington, KY, Houweling earned scores that kept her at the top of the leaderboard.
Head of the nominating committee, Angela Booth Malleau, explained that while Houweling's achievements took place at the end of July, the committee felt compelled to award this to her for August: "We cannot undervalue the achievements of our junior and young riders for the sake of a few days. They are the future of Canadian dressage, and we need to encourage and celebrate them."
Houweling, 18, kicked off the competition on July 27 by scoring 65.054% in the Junior Team test riding Stentano, the 12-year-old Dutch Warmblood gelding she co-owns with her mother, Linda Houweling.
On Thursday, July 28, Houweling and Stentano won a bronze medal with their score of 66.605 in the individual Test. On the last day of competition in the Freestyle, the pair continued to top their previous day's performance and earned 67.700% for a silver medal finish.
"We had record breaking temperatures and severe humidity to acclimatize to in such a short time and Stentano struggled with that especially in our team test so we had to really keep a close eye on him over the remainder of the show especially in our warm up," said Houweling, who has been riding Stentano for five years. "But then not only was it the heat that we had to face but then a thunderstorm that interrupted our freestyle so that was probably one of the most stressful experiences of my competition career thus far. I still don't know how to quite describe the feeling of signaling for my music to start and then being told to dismount right then and there in the ring and to return back to the barn."

NB's Win at the 2011 Eastern Canadian Regional Dressage Championships!
Last weekend the 2011 Eastern Canadian Regional Dressage Championships were held at the Iron Horse Equestrian Complex in Milton, Ontario. Two junior riders (Grace Gallow and Ingmara Wheeler) from Fredericton qualified and entered the championships and made the long trip with their ponies for the event.
Ingmara competed with Poster Boy in two FEI Pony divisions, won her classes and became FEI Pony Regional Champion for both the technical tests and the freestyle competition. Grace competed with Mocha Chocolatta in the Training Level division and they also won all of their classes. They also received the highest score awarded to a junior during the competition (71%!). They finished the competition as Training Level Eastern Canadian Regional Champions.
Equine Canada Encourages Owners Test for Equine Infectious Anemia
Ottawa - Equine Canada's Health and Welfare Committee would like to remind Canadian horse owners that Equine Infectious Anemia (EIA) is a potentially fatal viral disease that is constantly present, to some degree, in the Canadian equine population.
All individuals involved in the Canadian horse industry should be vigilant about monitoring and testing for EIA, commonly referred to as "swamp fever."
At this time there is no cure for EIA, nor is there a vaccine that will prevent an animal from becoming infected. However, the EIA test is consistently reliable in detecting the presence of antibodies regardless of whether the infection is acute, chronic or unapparent. Horses should be tested whenever there is potential for them to be cohabitating and intermingling with other horses. This includes, but is not limited to, boarding and breeding stables, race tracks, horse shows and other events where horses come together for competitive or recreational purposes.
Equine Canada strongly recommends that all horse owners have their horses tested regularly for EIA. Proof of a negative EIA test is an entry requirement for many competitions, and other activities involving the movement and co-mingling of horses including border crossings.

Beginning September 1st individuals can purchase an extended membership which will provide them with insurance coverage for the remainder of 2011 up to and including Dec 31, 2012. This type of membership is ideally suited but not limited to students who begin taking riding lessons late in the calendar year.
This membership cannot be purchased using the online registration system on our website however the membership form can be downloaded from our site and either mailed or faxed into the office. If sending by fax, please make sure that you provide a credit card number for processing.
The online registration system will be back online some time in December for those looking to renew for the 2012 calendar year.

Fire at Horse World Equestrian Facility
You may or may not already be aware of the tragic fire that happened on Sunday evening, Aug 28th at the Horse World Equestrian Facility which is located on the Royal Road near Fredericton.
The fire totally destroyed the business and home of owner Keith Reynolds. 15 horses were rescued however 3 horses perished in the blaze. The cause of the fire is under investigation.
The horse community is terribly saddened at the news and have come together to locate temporary homes for the misplaced horses and are actively rounding up donated supplies to assist with the care and feeding of the animals.
For those who may wish to make a monetary donations they can forward them to the office of the NBEA which is located at 900 Hanwell Rd, Unit 13, Fredericton, NB E3B 6A2. Cheques can be made payable directly to Keith Reynolds or the NBEA.
Keith and his team are active members of the NBEA, and over the past few years have fully endorsed the certified coaching and rider level programs. The loss of this facility will be truly felt by many of their young students.

The Joint Steering Committee of Equine Canada announces a successful settlement has been reached bet
Ottawa, ON - The Joint Steering Committee (JSC), comprised of representatives of Equine Canada, provinces/territories participating in Equine Canada programs, and non-participating provinces and territories, has concluded negotiations and has reached agreement on roles, governance structure and finance. This agreement will enable Equine Canada and its provincial/territorial partners to reunite and collaborate more effectively in the future.
These negotiations were a culmination of a mediation process that began in earnest in March 2011, when the Canadian equestrian community established the JSC and authorized it to explore options for the future governance and management of Equine Canada. Over the period of May and June, three volunteer sub-committees addressing governance, roles and responsibilities, and financial models worked tirelessly to prepare recommendations and options for the JSC's consideration.
"This journey has been a long one, and credit must go to the two dozen volunteers who invested incredible time and energy to make this project a success. Our result represents significant changes for the organizational structure and business model of Equine Canada, and we all know such change does not come easily and without sacrifice," says Mike Gallagher, President of Equine Canada and member of the JSC.
Adds Dominique Chagnon, Chair of the JSC and President of the Fédération équestre du Québec, "Our sport has been divided for a very long time. I believe we have prepared the road map to re-establish trust and to guide all of us forward into a new era of national and provincial collaboration. I congratulate all participants in this process for the effort they have made."

The JSC has prepared a full report of its findings, which will be available in both official languages on the Equine Canada web site on August 8, 2011 (www.equinecanada.ca). The report describes numerous changes that will be made to governance and membership structures, competition management, coaching and officials development, member dues and national/provincial/territorial relations. Some changes will take effect immediately while others will be phased in gradually. The voting membership of Equine Canada must also endorse any necessary bylaw changes. Over this transition period, Equine Canada and its provincial/territorial partners will also be making the necessary governance adjustments to ensure full compliance with the forthcoming federal Not-for-Profit Corporations Act.

2011 Horse Sport Young Riders' Scholarship
Horse Sport is pleased to announce that it is accepting applications for the 2011 Horse Sport Young Riders' Scholarship worth $5,000.
Horse Sport has long been dedicated to supporting Canada's up-and-coming riders and their equestrian aspirations. The Horse Sport Young Riders' Scholarship Fund was established in 1998 as part of Horse Sport's 30th anniversary celebration. Each year since, the top Canadian riders at the North American Young Riders' Championship in dressage, show jumping and eventing were awarded a cash prize toward their pursuits. The format of the Scholarship changed in 2010 and now rewards a single deserving Canadian young rider with a $5,000 Scholarship. "I am very proud of our history of supporting Canada's young riders. These talented and dedicated equestrians are the future of our sport and are much deserving of our help," said Horse Sport publisher Jennifer Anstey. "This Scholarship is certainly a rewarding way of giving back to the industry that is our passion and main focus."
The Scholarship aims to provide meaningful financial assistance to support the equestrian ambitions of the next generation. Applicants should describe why they are deserving of this money, how it will be put to use and the impact that it might have on their equestrian pursuits.

Neurotropic Equine Herpes Virus-1 Status Update - Friday, June 3
June 3, 2011 - Equine Canada's Health and Welfare Committee is sharing the following status update on Neurotropic Equine Herpes Virus-1 (nEHV-1) received today from Alberta and Western Canada. This information comes as a result of consultations among the Chief Provincial Veterinarian for Alberta, members of the Alberta Veterinary Medical Association, faculty members, University of Calgary Veterinary Medicine, local Albertan equine practitioners, in addition to veterinarians from British Columbia and Saskatchewan.
To date the reported positive cases of nEHV-1 in Alberta are as follows:
- One neurological case (now recovered) first found positive at the start of May
- Three cases positive with mild respiratory signs/fever are all now recovered
- Four PCR positive horses, showing no clinical signs
- One new neurological case ,responding well to treatment, that attended cutting events in Alberta
- One of the previously 'suspect' neurological cases in Northern Alberta that was at the cutting competition in Lloydminster (reported in last update).
To date suspect cases of nEHV-1 in Alberta are as follows:
- One previously reported neurologic case. The mild neurological signs are almost resolved and the horse remains under quarantine. To date testing has been negative.
- The second suspect with mild neurological signs in Northern Alberta that was at the cutting competition in Lloydminster (reported in last update) still remains in the suspect list.
- New neurological suspect case from Central Alberta was euthanized due in part to complications with previous significant medical conditions. Testing is pending.
- New neurological suspect case with mild fever from Central Alberta. Testing is pending.

Neurotropic Equine Herpes Virus -1 Reported in the United States and Canada
Equine Canada's Health and Welfare Committee is notifying horse owners that Neurotropic Equine Herpes Virus-1 (nEHV-1) has been reported in horses in the United States, with confirmed cases in Alberta (1) and British Columbia (3). This is the neurological strain of Equine Herpes Virus 1 (EHV 1). Outbreaks of nEHV-1 are contagious and have a high risk of mortality.
It is believed the initial cases were in horses attending a cutting horse show in Ogden, Utah, held April 29 to May 8, 2011, and that horses exposed to the virus at this competition have played a role in reported cases elsewhere.
The following is a statement from the Canadian Food Inspection Agency (CFIA):
Equine Herpes Virus (EHV) is a disease present in Canada and is not a federally controlled disease. Subsequently, in accordance with international guidelines, CFIA has no authority for requesting certification related to this disease from the United States Department of Agriculture when importing horses from the United States (US). Import conditions for all horses entering Canada from the US will not be changed in relation to the recent reports of EHV cases in the US. However, as always, imported horses need to comply with all current Canadian import conditions. In addition, arrival of unwell horses at the border can affect the import process.
Equine Canada is working with the offices of Canada's chief veterinarians to monitor the situation and keep our members abreast of developments. We will post new information and status updates regarding nEHV-1 on our website at www.equinecanada.ca.
Outbreak control of nEHV-1 is dependent on proper biosecurity or containment strategies. Equine Canada strongly urges owners to consult the following resources to better understand the nature and control of this infectious disease:

Dear Colleagues,
I hope this note finds you well, and heaving a sigh of relief with the arrival of spring, after an unusually long winter in many parts of our country. The new season brings with it the beginning of our most active time of year as Canadian horsepeople, and Equine Canada is focussing on helping our members take up our passion safely and enjoyably.
In education, we are publishing our national handbooks on safety and skill building. In competitions, we have strengthened helmet safety rules. In coaching, we are holding a new series of clinics and evaluations. In local development, we continue to deliver our community equestrian grants.
Even as our thoughts turn to the joy of the new season, we remain deeply conscious that our fellow equestrians in Japan and New Zealand are recovering from natural disasters. Equine Canada has extended our hand to assist them in rebuilding their equine sectors, and we urge our members to consider making personal humanitarian donations.
In a very real way, equestrians across Canada and around the world are part of an ancient fellowship that transcends borders, language and culture. Through happy times and times of trial, we look to our future together, as a single community of shared ideals and passions.

Equine Canada Wants to Know Where Candidates Stand on Key Issues
Ottawa, ON - Equine Canada is asking political candidates where they stand on key issues affecting the Canadian equestrian industry, including its riders, horses, breeders and all its association partners. The 10-point questionnaire has been distributed to all party leaders, former ministers of agriculture and sport, and associated critics.
"Our questionnaire for 2011 federal election candidates reports on specific areas of concern for our sport and our industry, and proposes key legislative and funding improvements we feel necessary for our industry and its athletes, both human and equine, to grow and succeed," states Equine Canada president Mike Gallagher. "It is important that all the parties and each candidate have an opportunity to provide their perspective and policy position on Canada's equine industry."
Equine Canada is urging its membership to ask their local candidates where they stand on the important issues outlined in the questionnaire.
"We want to know, if elected, is the candidate prepared to work with us developing solutions to our challenges going forward," added Mr. Gallagher. "Horses touch the daily lives of more than one million Canadians of all ages and in all walks of life and they number more than 900,000 across Canada. Collectively, the various industry activities contribute in excess of $15 million each year to the Canadian economy."

NBEA Western Coaching Update
The Coaching Association of Canada (CAC) and the National Coaching Certification Program (NCCP) have undergone several changes in their coaching program for ALL sports. The “OLD” programs of Level 1, 2 and 3 coaches no longer exists and is replaced by:
- Instructors
- Competition Coaches
- Competition Coach Specialist
- High Performance Coaches
Most Level 1 Coaches will either be updated to an Instructor of Beginner OR Competition Coach OR both depending on the level of students they are teaching.
On May 14th at the Albert County Fair Grounds in Riverside-Albert we will cover the pre-requisites and mock evaluations for both:
- Instructor of Beginners
- Competition Coach
Come and find out “Where you fit” - whether you are currently certified as a Level 1 or 2 Coach or you are interested in the western coaching program – there is a place for you and we are looking to get our Maritime Coaches certified and current in the new system.
One of the pre-requisites for the Competition Coach is Basic Training.
This is a new module that will replace the old “General Component” in the Intermediate Rider Levels. This module will cover stable management including lunging and bandaging as well as riding and horse training techniques. It also includes a free-style riding pattern to include all of the maneuvers in the Rider 4 pattern. Come and check this out – we are very excited and positive about this new format.
Then – the highlight of our day – competition coach analyze performance clinic. This is one of the modules in the competition coach workshop. This will be more like a “brain storming” session with input from all participants. As effective coaches we need to have a “good eye” for what is happening with our student and their horse. Come and test your skill for analyzing the root problem that may restrict performance and ways to improve your current coaching skills. Dressage Canada Announces New Safety Headgear Rule for 2011
Ottawa, ON - Dressage Canada has put in place new safety rules regarding headgear. The Dressage Canada Board has decided that riders at Fourth Level and below will be required to wear ASTM/SEI or BSI approved headgear at all times when mounted on the show grounds. The complete rule is listed below.
As of May 1st, 2011, the following rule regarding safety headgear will be adopted by Dressage Canada:
Article E 4.0 Safety Headgear
- ASTM/SEI or BSI approved headgear must be worn by all riders showing Fourth Level and below, regardless of age, when mounted on the showgrounds at EC Bronze, Silver and Gold competitions.
- ASTM/SEI or BSI approved headgear must be worn by all non-competing riders mounted on any competing horse at EC Bronze, Silver and Gold competitions.
- All riders of any age while on non-competing horses must wear protective headgear at all times while mounted on the competition grounds.
- The penalty for contravening 4.0.1 is elimination.
- Non-competing riders who contravene 4.0.2 and/or 4.0.3 will be instructed to dismount until wearing an ASTM/SEI or BSI approved helmet.
The Board and the Rules Committee are aware that although the rule will be well accepted by many, there will be those who feel it is an unwelcome imposition. Most of the feedback received in the last year on the subject of helmet safety was in favour of requiring approved helmets.
Given that the rule relates to athlete safety, the Board feels it is important to put such a rule in place as soon as possible.
2011 Equine Canada/ NBEA Recreation and Industry Grant

Thirty percent of the Equine Canada membership fees submitted by the NBEA is returned in the form of a Recreation and Industry grant. The purpose of this funding is to provide financial assistance for projects and programs designed to benefit recreational riders or the horse industry as a whole.

- Individual NBEA members in good standing with the association.
Provincial and Territorial Equestrian Sport Federations Join Equine Canada in a Quest to Give Canada
March 15, 2011 - On March 10 and 11, representatives from Equine Canada and representatives from all 10 Provincial Equestrian Associations and the Yukon Territory met in Toronto. The session was mediated by Sport Dispute Resolution Centre of Canada mediator Allan Stitt.
Following two days of very positive discussions, all of the parties have unanimously agreed to engage in further discussions with the goal of reaching an agreement that will result in six provincial equestrian associations re-joining Equine Canada.
The parties have agreed to form a Joint Steering Committee which will consist of two representatives of the six non member provinces, two from Equine Canada and two from the current member Provinces-Territories, all of whom are volunteers.
The Joint Steering Committee will be responsible for conducting a governance review based on the principles of a competency-based Board and an optimal participation of the Provincial/Territory Associations (PTA) in the governance structure. They will also clarify the roles and responsibilities of Equine Canada and PTAs. A financial business model will be created on the principle that the PTAs agree to support Equine Canada in some fashion. A professional expert in governance shall assist the Joint Steering Committee.
A significant agreement is that the decisions of the Joint Steering Committee, if unanimous, shall be binding upon all parties. If the Joint Steering Committee unanimously agrees on the governance structure, the roles and responsibilities and the financial business model, the non member provinces agree to become members of Equine Canada.
The Parties have agreed to finalize negotiations prior to August 1st, 2011.
2007 Pan Am Silver Medalist Tom Dvorak Leads the Way at Wellington
A team silver medalist from the 2007 Pan American Games, Dvorak, of Hillsburgh, ON, and Key West (Charly Chaplin x Arogno), Claudia Demandt's 11-year-old Trakehner gelding, scored 69.079% in the large Prix St Georges class, placing third out of 39 entries.
"I am very pleased with all my horses' progress over the past three shows, but I am especially impressed with Key West. He has shown a lot of improvement and demonstrated his ability to compete with all the horses down here," said Dvorak. "I am excited with the prospect of being able to take Key West to the Pan American Games trials and possibly further."
Dvorak's 2007 Pan Am Teammate and fellow silver medalist Diane Creech of Caistor Centre, ON was the next best placed Canadian. Creech rode Robbie W, an eight-year-old Oldenburg gelding sired by Rubin Royal, earning 67.325% for ninth place. Robbie W is owned by Creech's long-time sponsor Douglas Leatherdale of Leatherdale Farms. Lee Tubman of Dunnville, ON followed in 13th place, scoring 65.921% riding De La Rosa, a 10-year-old Hanoverian mare (sired by De Niro) owned by Ducat Developments Ltd. Jill Irving of Moncton NB, scored 65.658%, placing 14th, aboard Delvaux, her 12-year-old Dutch Warmblood gelding sired by Iroko. Lisa Bukowski, who currently resides in Stillwater, MN, and Sinatra DVB (Ferro x Bismarck), a 12-year-old Dutch Warmblood gelding owned by Quoin Holdings LLC, were 16th with a score of 64.868%. Rounding out the Canadians was Annaliese Farber of Peterborough, ON, riding Sandro's Heir (Sandro Hit x Castro), the nine-year-old Oldenburg stallion she co-owns with John Grills, with 64.342% for 19th place.
In the Intermediaire I class, Leah Wilson of Orangeville, ON, finished in sixth place with a score of 65.439% riding her 16-year-old Hanoverian gelding Amusant (Alabaster x Weltmeyer). Tubman and De La Rosa placed sixth in the Intermediaire I Freestyle, scoring 66.083%.
Shannon Dueck, a BC native who resides in Loxahatchee FL, placed fifth with a score of 65.957% in the Grand Prix for Freestyle class aboard Ayscha (Welt Hit II x Rouletto), her 10-year-old Oldenburg mare. Gary Vander Ploeg of King City, ON, and his 12-year-old Oldenburg sired by Donnerhall, Degas, finished fifth in the Grand Prix for Special test with a score of 64.511%.
In the Grand Prix Freestyle, Jacqueline Brooks of Cedar Valley, ON earned 66.175% for a sixth place finish riding her Olympic partner Gran Gesto (Grannox x Goldstern), a 16-year-old Oldenburg gelding owned by Brinc Ltd. and Anne Welch.
The international judging panel for the CDI-W Wellington Classic Dressage Spring Challenge included Stephen Clarke (FEI 5*-GBR), Gary Rockwell (FEI 5*-USA), Axel Steiner (FEI 5*-USA), Marian Cunningham (FEI 4*-PER), Lorraine MacDonald (FEI 4*-CAN), Bo Jena (FEI 4*-SW)E, Lilo Fore (FEI 4*-USA) and Sarah Geikie (FEI 3*-USA).
Canadian Show Jumping Team Named for Nations’ Cup in Wellington, Florida
February 24, 2011 — Yann Candele, Eric Lamaze, Ian Millar and Jonathon Millar have been named to the Canadian Show Jumping Team for the $75,000 FEI Nations’ Cup, presented by G & C Farm, held Friday evening, March 4, during the CSIO4* FTI Winter Equestrian Festival in Wellington, FL.
The defending champions, Canada has won the Nations’ Cup in Wellington, FL, for the past two consecutive years. Candele of Caledon, ON, was a member of the Canadian Team on both occasions, as was Lamaze of Schomberg, ON. Lamaze is the current Olympic Champion in addition to winning an Individual Bronze medal at the 2010 World Equestrian Games.
Nine-time Olympian Ian Millar and his son, Jonathon Millar, both of Perth, ON, will be the additional members of the four-man team. Jonathon Millar was a member of the Canadian Show Jumping Team at the 2010 World Equestrian Games where Canada finished fifth and qualified for the 2012 Olympics in London, GBR.
In addition, Mac Cone of King City, ON, and Amy Millar of Perth, ON, will represent Canada as individuals in the international division, and will be alternates for the Nations’ Cup team.
Canada has won the $75,000 FEI Nations’ Cup in Wellington, FL, more than other country, claiming victory in 2004, 2006, 2007, 2008 and 2010. This year, nine teams are expected to compete, including Argentina, Australia, Canada, Colombia, Great Britain, Ireland, Mexico, the United States and Venezuela.
“We have a strong team this year but as for our prospects, we will have to wait and see the make-up of the teams from the other nations,” said Terrance Millar, chef d'équipe of the Canadian Show Jumping Team.
The two-round $75,000 FEI Nations’ Cup, presented by G & C Farm, will take place at night with Olympic course designer Steve Stephens of the United States setting the track. A Nations’ Cup is the only competition in show jumping where riders, competing in teams of four, compete against other countries for top honours. The top three scores from each team are counted towards the final result of the two-round competition.
Canada Issues its Submission on Restructuring of the Fédération Equestre Internationale (FEI)
February 4, 2010 - Equine Canada, Canada's national governing body for equestrianism, has issued its response to the FEI's opening consultations on statutory changes to restructure the international federation.
Canada's submission (attached "Canada.pdf" or http://bit.ly/hL4cDo) replies to the five questions posed by the FEI on potential changes to the FEI statutes. However, the submission goes further, offering proposals to reform the FEI's organizational practices, and to ensure that the restructuring process itself is — and is seen to be — democratic, inclusive and above procedural reproach.
"Canada emphatically supports renewal of the FEI's governance architecture, to create a more democratic, more agile, and more transparent decision making system, one that reflects the geographic universality of the international federation's mandate while drawing on talent without regard to national origin," said Akaash Maharaj, Equine Canada's Chief Executive Officer.
The FEI has announced an intention to publish its draft restructuring proposal on February 11, 2011, and to invite comments on that draft until March 25, 2011. The final restructuring proposal will be debated and decided by national equestrian federations at an FEI Extraordinary General Assembly in Lausanne on May 6, 2011.
"We hope that our submission will make a positive contribution to the restructuring of the FEI," said Maharaj. "Canada is proud of the FEI's achievements over its ninety-year history. Our enthusiasm for reform stems, therefore, not from a misapprehension that the FEI has failed, but from a recognition that it has reached the limit of what it can achieve through its existing structure."

Canadian Eventing Committee Announces Recipients of 2010 Athlete Development Scholarships
Ottawa, ON - The Canadian Eventing Committee is pleased to announce the recipients of the 2010 Canadian Eventing Athlete Development Scholarships.
The 2010 recipients are Joelle Baskerville of Calgary, AB, Katherine Martineau of Brossard, QC, and Shannon Thompson of Surrey, BC.
Designed to recognize and encourage Canadian riders in the pursuit of international competition, this year's program offered scholarships of $1,000 to each of these three outstanding athletes. The assessment criteria included past eventing experience, competition results, future competition plans and goals, and dedication to the sport including support and promotion of the sport of eventing in Canada.
Baskerville, 20, and her horse Malibu, an 11-year-old Thoroughbred Hungarian Warmblood cross mare, were selected as members of Team Canada-Alberta/British Columbia/Quebec/Ontario Combined Team Combined team in the CH-2* division at the 2010 North American Junior Young Riders' Championships (NAJYRC) where they placed in ninth individually. At the 2010 edition of the Jersey Fresh Three Day Event, held May 5-9, 2010, in Allentown, New Jersey, Baskerville and Malibu posted a final score of 56.0 which earned her a third place finish in the CCI 2* division. Baskerville plans on completing another spring two star in 2011 and has her sights set on NAJYRC once again.

Five years ago, Equine Canada launched the new Instructor of Beginners certificates in English and Western disciplines, and began development of the new coaching certificate stream. Together, the Instructor and Competition Coach certificate options replace the old Coach Level 1.

Equine Canada Expands Recreational Program with Grant to New Brunswick
November 1, 2010 - On October 24, 2010, Equine Canada presented a grant of $2000 to the New Brunswick Equestrian Association (NBEA) to benefit the province’s recreational riders and drivers.
This investment in New Brunswick is a direct result of the introduction of a $5 membership fee that Equine Canada launched this year with the goal of developing programs and services for Canada’s recreational riders and drivers.
"New Brunswick is the second of our partnering provinces to launch this new national initiative. We are delighted to be rolling out similar grants in the Yukon, British Columbia, Manitoba and Ontario, nourishing grassroots equestrianism from coast to coast to coast," states Equine Canada CEO, Akaash Maharaj.
The NBEA selected the New Brunswick Greenhawk Ride/Drive program as the beneficiary of the grant.
"This program is good for everyone-from enthusiasts who take one riding lesson a week, have their horse behind their house and hit the trails, to those that are involved in a recognized training program," explains NBEA President, Deanna Phelan.
"This year, we injected some new life into the program to get people interested in being involved and to recognize their accomplishments. NBEA also solicited a title sponsor in Greenhawk, and these funds will allow us to continue to enhance the program," adds Phelan.
About 10 years ago, the NBEA started the NB Ride/Drive program, adopted from the Ontario Equestrian Federation, where riders and drivers were encouraged to log their time spent with their horse and send it into the NBEA, and in return they would receive a certificate and an hours badge. The NBEA wanted to encourage horse people, whether recreational or those who take weekly lessons, to log their hours, be a member of the NBEA and pay a one-time registration fee of $15 to this program to get recognition. Details about the program are available in both languages, including a list all the participants, on the NBEA website at www.nbea.ca.
In September, Equine Canada announced with Horse Council British Columbia (HCBC) the distribution of 10 grants totaling $26,000 to recreational groups for projects that benefited recreational and trail riders and drivers in that province.

Call for Nominations: 2011 Equine Canada Director-at-Large Election
Each year the Equine Canada Nominations Committee has the responsibility of presenting a slate of candidates to the membership for the election of a Director-at-Large. The 13-member Equine Canada Board of Directors consists of three Director-at-Large positions, which are elected by the membership. One Director-at-Large position is elected each year and serves a three-year term. The other positions on the Board are elected through each of the four councils (Breeds and Industry, Provincial, Recreation and Sport).
Nomination forms for the 2011 Director-at-Large can be found on the Equine Canada website (www.equinecanada.ca) or by phoning 613-248-3433 ext. 130. Completed forms must be received in the national office, along with the nominee's biographical information and picture, no later than 4pm EST on November 26, 2010, by email, mail, or fax in order to be eligible for consideration by the Nominations Committee and to meet publication deadlines to the Equine Canada membership.
The Nominations Committee is composed of a Chair who is appointed by the Board of Directors, and one member from each of the four Equine Canada division councils - Sport, Provincial, Breeds & Industry and Recreation.
Once the Nomination Committee has selected the approved candidates, the eligible Equine Canada members will begin the voting process. Members of Equine Canada who are in good standing are eligible to vote for the Director-at-Large position, provided that the individual is 18 years of age or older in the year of election. Registration forms and voters package will be made available electronically and by mail by Friday December 10, 2010. If you wish to vote for the 2011 Director-at-Large, please visit the Equine Canada website and complete and submit the online Registration to Vote Form before the January 7, 2011 deadline, voting to close January 13, 2011. If you do not have access to the internet, interested voters may contact Sonia Blanchard at 613-248-3433 ext. 130 to receive a Registration to Vote for Director-at-Large Form by fax or by mail. The completed form can be mailed or faxed. Once registered, you will receive your election package and election ballot either by mail, fax, or e-mail as per your request on your registration. In New Brunswick, the election campaign has officially begun. Sport NB is fighting, along with many other groups, to have its voice heard by all the parties. They have contacted all the parties to ask for information about their platforms in relation to amateur sport but more needs to be done.
They currently have the "Thumbs up for Sport in NB" campaign running and are encouraging all to take part personally as well as promote it directly to others. The more people that send the e-card the better. Our combined voices will send a strong message to all the parties; one that will help all New Brunswickers. This area was chosen because
- lack of NBEA sanctioned General Performance competitions
- to increase the awareness of the NBEA
- to increase membership
- an opportunity to offer educational sessions in both Western and English rider level program
- "Judges Point of View" sessions have been offered to educate riders, and parents
- Introduce suggested readings i.e. Equine Canada Rule Book for General Performance Competitions
The NBEA encourages nationally and provincially sanctioned competitions to offer structure and guidelines that are in keeping with national and international athlete and sport development. The use of nationally accredited rules and procedures allows us, as judges, officials, athletes, parents and coaches, to benefit from knowledge in safe practices and athlete flourishing that years of national and international competing has allowed equestrian sport to develop.
It is hoped that this Zone final will be a yearly event as it is an excellent means by which to develop our athletes and our sport. It is hoped that an additional Zone final will happen in 2011 for zone 4-5 Saint John and Moncton. If these zone finals can develop riders and produce good sport the NBEA would like to go one step further and offer a "Provincial Championship" that would be once a year at the end of the summer and it would be our goal that riders from ever zone would be in attendance and they would be there because they qualified from their zone.

Olympian to join Fredericton sporting elite
Rob Stevenson made it. Finally.
The 41-year-old Fredericton-born cardiologist, who represented Canada in equestrian at the 1992 Olympics in Barcelona, Spain, takes his place on the Fredericton Sports Wall of Fame Saturday night.
Stevenson rode his mount, Risky Business, to 22nd place in the world in Three Day Eventing competition, tops among Canadian competitors and the pinnacle, so far, of his riding career. Saturday night at the Delta Hotel, he takes his place among Fredericton's sporting immortals.
"I think there were people who thought the horse wouldn't make it, there were people certainly who thought I'd never make it," said Stevenson at the press conference to announce his induction to the Fredericton sports shrine along with softball umpire Bob Stanton, marathon runner Eunice Phillips, and builders Les Hull, the late Ev Staples and the late Dr. John Meagher.
Longtime local volunteer Tim Cane will be recognized as this year's recipient of the Dr. William Bill McGillivary Award as volunteer of the year, and basketball star Kelsey Hodgson, who led the country in scoring for the second straight season and led the Cape Breton Capers to a second straight Atlantic University Sport Women's Basketball Conference championship, will receive the Myer and Jack Budovitch Award as Fredericton's athlete of the year.

The National Coaching Certification Program
The New Brunswick Equestrian Association is pleased to be hosting the NCCP Theory Course on March 27 & 28th, 2010. This course is aimed at the Instructor of Beginners (English & Western) and is an excellent course for anyone currently coaching or thinking of becoming a coach.
A required course for Instructor of Beginner Certification – The NCCP/EC Equestrian Theory Part A, is a weekend commitment which combines and replaces the material from the generic NCCP Multi-sport "Introduction to Competition Part A" and the EC "Learn to Teach" courses.
The course will begin at 9:00am on Saturday, March 27th at the Fredericton High School.
Cost to attend the weekend course is $200.00 for NBEA members and $250.00 for non members, this cost will also include your manuals.

Zone 2 Annual Meeting
The Western Valley Equestrian Association (zone 2 of the New Brunswick Equestrian Association, which covers Nackawic to Plaster Rock) will be holding a horse lovers “Equine Info Afternoon” on Saturday, Feb 20th at the Sobeys store community room in Woodstock, from 1-4 pm. This event is free of charge, and is open to all horse lovers, whether they own a horse or not. The afternoon will feature FREE pizza and pop for all attending, and the opportunity to hear representatives from local stables; tack shops; vets, farriers, etc explain what they have to offer in riding lessons and horse care. As well, local equestrian clubs will present their lists of spring and summer horsey events. James Blackie, livestock development officer for N.B dept Agriculture & Aquaculture, will wrap things up by explaining what services are available to area horse owners. This event is sponsored by the NB Department of Culture; Wellness, and Sport.

All PEI events will take place at the Summerside Raceway, attached to Credit Union Place, which offers us bowling; swimming; gym; Racino, rinks. CFIA Announces New Food Safety Regulations for Horses
February 1, 2010—Equine Canada would like to inform all industry stakeholders that the Canadian Food Inspection Agency (CFIA) has announced the implementation of new a Meat Hygiene Directive concerning all equines (domestic and imported) intended for slaughter at federally-inspected meat processing plants. As of July 31st, slaughter facilities will be allowed to process only those equines with complete health records dating back six months. The maintenance of health records must begin by February 1st, for equines that are intended to be sent to (or sold for) processing on or after July 31st of this year.
Health Canada Warns One Lot of Veterinary Drug Longisil Recalled After Reports of Allergic Reactions
January 11, 2010 — The Breeds & Industry Division of Equine Canada would like to inform all stakeholders that Health Canada is warning veterinarians, livestock producers and pet owners that one lot of the prescription veterinary drug Longisil is being recalled due to an unusually high number of adverse reactions in animals treated with this lot.
The recalled lot comes packaged in three different vial sizes:
* Lot #9224 (9224-01) – 100 ml vial
* Lot #9224 (9224-02) – 250 ml vial
* Lot #9224 (9224-03) – 500 ml vial
Longisil is a form of penicillin that is administered by injection and used to treat various infections. While mainly used to treat large animals such as cattle, sheep, pigs and horses, this drug is also sometimes used in cats and dogs.
Longisil is available only by prescription from a veterinarian. It is distributed in Canada by Vétoquinol N.-A. Inc.
Import Restrictions Announced for Horses from New Mexico Entering Canada
January 8, 2010 — The Breeds & Industry Division of Equine Canada would like to inform all stakeholders that due to the outbreak of equine piroplasmosis in the state of New Mexico, the Canadian Food Inspection Agency (CFIA) is implementing the following import restrictions effective January 11, 2010:

CFIA Modifies Import Restrictions for Horses from Texas
Ottawa, ON - The Breeds & Industry Division of Equine Canada would like to inform all stakeholders that the Canadian Food Inspection Agency (CFIA) has modified the import requirements which will now allow horses to enter Canada from the state of Texas. When the most recent outbreak of equine piroplasmosis occurred, the CFIA had asked the United States Department of Agriculture (USDA) to suspend the issuance or endorsement of export certificates for horses and other equines originating from the state of Texas.

Animal health authorities investigating an outbreak of equine piroplasmosis on a South Texas ranch have now located 317 positive horses. These horses include 288 on the index ranch, seven on other premises in Texas, one in Alabama, two in California, five in Florida, one in Georgia, five in Louisiana, one in Minnesota, two in North Carolina, three in New Jersey, one in Tennessee, and one in Wisconsin. All known positive horses are under quarantine, and testing of all epidemiologically linked horses is ongoing.
The information was released in a Nov. 13 report issued to the World Organization for Animal Health (Office International des Epizooties, or OIE) by John Clifford, DVM, deputy administrator of the USDA's Animal and Plant Health Inspection Service.

While most of the public drama will be in the competition rings, the Royal will also host the most extensive series of meetings of equine Canada's governing committees outside of our annual convention. If you plan to be in the Toronto area, I hope you will take the opportunity to sit-in on the public meetings, to ensure that the decisions are taken under the scrutiny of our members and officers.

A Message from Michael Gallagher, President of Equine Canada
I am sure most of you have received several messages regarding the changes at Equine Canada and are probably sick of it. Unfortunately, much of the competing information that has been distributed has been inaccurate, distorted, exaggerated and very emotional. Therefore I am going to try and present a short, clear and simple explanation of the planned changes in this message.
When Equine Canada was created about 9 years ago, the intention was that it move from being solely an FEI Sport Organization to an organization that represents all Equestrian enthusiasts across the country. By including provincial equestrian association members, recreational riders, western disciplines, breeds and industry members and part of the racing industry, Equine Canada’s membership went from 9,000 Sport members to somewhere between 80,000 and 100,000 people. The problem has been that all of these new members do not pay any type of membership fee to Equine Canada, we do not know their names or how to contact them directly and many of them do not even realize they are a member. Fees from our Sport members provide well over 80% of the total revenue for the organization. They correctly expect that their Sport fees be spent on sport programs. The other 70,000 or so members enjoy “free” membership in Equine Canada. They currently receive some benefits of membership but so far, we have not been able to provide them with the level of services described in our strategic plan.

General Performance Judges Clinic
October 31 - November 1, 2009 - Moncton, NB
Equine Canada General Performance and Western Judges' Upgrading Clinic. Focus on judging and scoring Reining runs, Hunter rounds, Western Riding patterns, Showmanship and a Trail Horse judge's workshop.
Recorded and Senior General Performance Judges must attend an EC General Performance Judges' seminar every three years and pass the required exams, in order to maintain their General Performance Judge status.
Recorded and Senior Western Judges must attend a Western judges' seminar, which may be part of a General performance Judges' Seminar, every three years in order to maintain their Western Judge status.
Gary Yaghdjian serves on the new Canadian Reining Committee which is responsible for the development and implementation of reining programs in Canada. In addition to the clinic, Gary will arrange to meet with anyone interested in Reining and will discuss its advancement as a discipline within Equine Canada.

This letter is intended to let you know about our national reform and modernisation agenda, why it will lower total costs and improve service to you, and how it will enforce higher standards of accountability in the governance of Canada’s equine sector.
This is perhaps the most significant moment in our evolution as Canada’s national governing body for equestrianism and horsemanship, and represents a long-awaited leap forward in our determination to forge a Canadian equine system worthy of our country’s name.
What will change in 2010?
The heart of the national reform agenda is a new alliance between Equine Canada (EC) as the national equestrian federation, and each of the ten provincial equestrian associations. In a country of our scale and diversity, the nature of this partnership will naturally vary from province to province.

Recreation: Canadian Trail Federation
Equine Canada has joined with the Canadian Trail Federation, to funnel increased federal resources into the maintenance, expansion, and improvement of the national trails system. We will post details as this new initiative develops, but it is our intention to see a network of trails across Canada as a permanent national legacy open to current and future generations of Canadian equestrians. Sport: North American Junior and Young Riders’ Championship
Our Junior and Young Riders’ teams represented Canada with great distinction and honour at the North American Championships in Kentucky, bringing home medals in Dressage, Eventing, Jumping, and Reining. Health Advisory: Vesicular Stomatitis
With the abatement of the vesicular stomatitis outbreak in the United States, the Canadian Food Inspection Agency (CFIA) has eliminated import restrictions for horses from Texas and reduced import restriction for horses from New Mexico. Equine Canada will continue to work with the CFIA on this issue, and we are posting up-to-the-moment details of the current import requirements at our web site. [ Read more ]

We have recently enhanced our online services, making it possible for the first time for our members to upgrade their Sport Licences and to purchase Horse Passports online. Public Policy: GST Treatment of Horses
With increasing numbers of provinces set to harmonise their provincial sales taxes with the federal goods and services tax (GST), Equine Canada is in discussions with our partners in the horse racing industry, in preparation for the launch of a national campaign to obtain fair tax treatment of horse-related expenses. Currently, horse owners are deprived of most of the GST and other tax benefits available to owners of other livestock. We are committed to ending this inequity.
Young rider wins highest score award
Young rider on pony wins highest score award at the second Dressage New Brunswick gold-level show in at the Princess Louise Park Show Centre in the last show for July.
Sussex, NB - Alyssa Gaudet, riding the pony Belladonna owned by Cheryl and Guy Gosselin of five elms Riding Stable in Dieppe, NB, captured the highest score in the Dressage NB Gold-Level. She achieved a score of 70 in the Walk/Trot 'B' test on Saturday, July 25, 2009.
The show, which ran for two days, featured competition levels from Walk-Trot through to Fourth Level. The next Dressage NB Show in Sussex will be the Provincial Championships scheduled for October 10th and 11th.

Spectators thronged to the 2009 Equine Review
PLP Show Centre opened May 2nd with two-day equine extravaganza
Sussex, NB - May 4, 2009 - This year's Equine Review was a resounding success with spectators and exhibitors alike.
The annual Equine Review, sponsored by the Maritime Quarter Horse Association and supported by the Show Centre, serves as the season opener for horse enthusiasts from across the Maritimes. All of the presentations and training clinics were well attended with horse enthusiasts of all skill levels gathering to learn and exchange ideas on the latest training concepts and review the tried and true.
Enthusiasm was high among spectors generating comments like, "It was probably the best edition, so far. I really enjoyed the mini-clinics and the demos. It was all very informative and I learned tons on breeds and disciplines I am not familiar with," and "A thumbs up for the Review from me as well.....tons and tons of work I'm sure for the organizers and participants, but really very well done."

Chiropractic Services coming to UPEI
Made possible by Equine Foundation of Canada Atlantic Veterinary College to offer chiropractic services for horses: Equine Foundation of Canada grant provides equipment for new service
(CHARLOTTETOWN, PRINCE EDWARD ISLAND): January 29, 2009:
The Atlantic Veterinary College at the University of Prince Edward Island was recently awarded a grant by the Equine Foundation of Canada to support the development of chiropractic services for horses. The new service will mark the first time in Canada that chiropractic training will be offered to doctor of veterinary medicine students.
"Thanks to the generosity of the Equine Foundation of Canada, the Atlantic Veterinary College is able to add a whole new dimension of therapy to its service offerings,"" says Dr. Maggie Coffey, Director of the Atlantic Veterinary College''s Veterinary Teaching Hospital. ""We are eager to provide veterinary chiropractic as a non-invasive treatment modality for animals with symptoms ranging from chronic back pain to peripheral neuropathies."
With the support of the Equine Foundation of Canada, the Atlantic Veterinary College has purchased specialized equipment - including an algometer (an electronic instrument to measure the intensity of local pain) - that is needed to provide chiropractic treatment. Chiropractic treatment is applicable to any horse but the actual need is seen most often in performance horses and at dressage stables. Treatment offerings will begin in February 2009.
The Atlantic Veterinary College at UPEI is committed to excellence and innovation in education, research, and professional services. The college is known around the world for its outstanding educational programs, aggressive research agenda, and being home to more than a dozen specialized research centres that range from veterinary epidemiological research to aquatic species health. The Atlantic Veterinary College''s Veterinary Teaching Hospital is the only full service veterinary hospital in Atlantic Canada.
NBEA - Speaking out on Provincial Veterinary Fee Increases!
The NBEA is aware of the proposed fee increases for services provided by the Provincial Veterinary Clinic in Fredericton. We realize that a severe and unexpected increase in diagnostic and treatment costs for services provided at the Provincial Clinic in Fredericton may affect the ability of some of our members to maintain quality care for their horses.
The NBEA is in discussion with government representatives regarding your concerns. We encourage everyone who is affected by the proposed fee increases to contact their local MLA, the Premier, the Minister of Agriculture and Aquaculture and the Minister of Finance. These increases (186% at the Fredericton Clinic and an average of 11% for other services) will impact all livestock operations - beef, dairy, hog, - you name it.
